This was sold to cities as a sealed, replacement module for the single-section 16" Pedestrian Heads. The idea is that you discard your lightbulbs and lenses while installing this module. It is especially "convienent" for cities who are in the process of replacing all of the worded heads with ones that are more internationally known. The LEDS fo r the Hand and for the Man consume around 14-15W of power while having a service life of over five years. This is a considerable savings to cities who may be currently running 60W or 100W lamps which may need replacing every 12-24 months. The entire state of Californis is switching over to all-LED signals, and many other municipalities are quickly following suit. 

Little is known about the specific insert shown here. While showing little wear it had presumably served for several years on the streets. Both sections still function fine, though not simultaneously, as the power supply is not rated to continuously source that much current. Some of the mounting bosses have cracked, and a few of the internal screws have stripped out or are loose. Those issues aside, it is a well functioning piece of equipment. In the future if another 16" housing is obtained this insert will be installed, but for now it serves just as well without a housing.
