Commentary:
This is a reverse-image metal plate (die) mounted on a Hardwood
block. These would have been loaded into a printing press, much like a
modern age rubber stamp, and inked to print the pattern onto some item, notepad
letterhead, stationery, etc. It's age is unknown, but likely 50 years old
or more. The signal is a generic "4-way" style with green on top
for cross traffic. Perhaps it was a single bulb Darley or an early Tokheim?
There are no other identifying marks to indicate manufacture, or use.
