Notes, Commentary, Restoration: 
This is a kit provided as an unpopulated circuit card and all the components (except battery and tools) to complete the kit as shown.  Some prior soldering experience is suggested, build time is under two hours.  The signal has realistic timing, and does the American Style Green1-Yellow1-All Red-Green2-Yellow2 sequence.  Thanks to the use of a heavyweight 9V battery, the signal will stand on its own.

A single counter chip is fed by an oscillator circuit set up by the transistors. The large array of diodes serve as AND logic controlling which lights come on when. The potentiometer adjusts the timing of the light from normal to slow, it can be set to take upwards of a minute to complete the six phases of operation.  The LEDs are the classis size and diffused lens style so they are best viewed straight-on, and do not show well at an angle, nor are blindingly bright, thankfully.
