Yes, this is the infamous "toy" light seen all over eBay and discount stores everywhere.  While lacking in quality, the price of mere dollars was enough to consider it for an addition, good or bad.

A cheap cast metal and stamped aluminum box, it comes in three pieces with a decal sheet.  After assembling the three, plug it in, twist the inline switch (nice touch) and allow it to warm up.  After several minutes, each bulb will blink randomly.  Note there is only one bulb per aspect so there is no light cycling here.  Overall worth the $4 but don't expect much else.

There are several styles of these lights around, including an all plastic variant and are quite hard to tell apart from photos.  This one is all metal.
